JCW says the service line (lateral) that connects your home to its public main is private property, and homeowners are responsible for maintaining, repairing and replacing it, including the connection point on the main. Yes. Johnson County Wastewater requires a Sewer Repair Permit to repair a damaged or collapsed service line; JCW says these permits are free. Cities may also require permits for interior work or work in the right-of-way (Fairway, for example, requires a separate right-of-way permit).
